Jasmax has been working with Health New Zealand – Waitematā since 2008 to deliver a long-term masterplan for the North Shore Hospital campus. The Waitematā region is Aotearoa New Zealand’s fastest growing, with a rapidly aging population, placing increasing pressure on health services and facilities. Masterplanning over the last two decades has provided a flexible framework to manage change, inform development, prioritise investment, and support the delivery of high-quality, efficient healthcare.
The original Facilities Masterplan for Waitematā DHB, was developed for both North Shore and Waitakere Hospital campuses. The aim was to best meet the needs of each of these communities, while achieving greater efficiencies, enhancing collaboration between services, and consolidating the more complex clinical services at North Shore Hospital. The masterplan identified four primary services quadrants: mental health, specialist services for older adults, acute services, and outpatients. Additional sites were earmarked for community health services and other uses, resulting in strategically distributed amenities across the campus.
Development was sequenced by priority through a series of tranche projects, piloting new models of care and setting the foundation for innovative projects such as the Elective Surgery Centre and Tōtara Haumaru. Over a decade, Jasmax located and designed four major buildings aligned with the long-term vision for functional, accessible and efficient healthcare delivery.
The $9.2M North Shore Dialysis Centre, which opened in 2011, was the first dedicated dialysis facility on Auckland’s North Shore. It was designed to provide care for up to 48 patients per day, six days a week. Including a peritoneal dialysis unit, the facility was intentionally located at the campus edge to ensure accessibility for community users.
The dedicated $39M Elective Surgery Centre (ESC) opened in 2013 to accommodate fast-tracked elective surgery at North Shore Hospital, reducing patient waiting times and ensuring more efficient services for patients. The innovative services model physically separates elective and emergency surgeries, optimising operational workflows and maximising efficiencies, therefore enabling more patients to be treated at a lower cost per-procedure. It includes four operating theatres, Central Sterile Services Department (CSSD), recovery and consulting rooms, and a 40-bed ward with six four-bed rooms, two bariatric bedrooms and 18 individual bedrooms with ensuite facilities. All beds are located on the perimeter of the building for natural light, with a central core housing both clinical and patient support areas.
The six-level North Shore Hospital carpark designed for Brookfield Multiplex was built as part of the Waitematā DHB’s development plan for the intensification and redevelopment of the existing hospital site. The structure is designed for ease of access, particularly for users with mobility issues, with wide structural spans accommodating generous carparking bay widths. It uses an economical, fast-tracked post-tensioned concrete system, with each level completed in just three weeks.
Overlooking Lake Pupuke, this $9.8M purpose-built education facility consolidated the training needs of 6,700 staff, improving operational efficiency across the hospital campus.
In 2019, Jasmax was commissioned to refresh the masterplan through to 2026, aligning with Health New Zealand’s Health Services and Long-Term Investment Plans. This included a review of primary services quadrants to significantly expand surgical capacity and included siting and connectivity for Tōtara Haumaru, which opened in 2024. Tōtara Haumaru is the largest development at North Shore Hospital in 50 years, with 150 inpatient beds and eight operating theatres.
The masterplan considered infrastructure resilience, vehicle access and circulation, carparking and ambulance services associated with increasing coverage from 62% to 65%, with a long-term goal of 72%, effectively doubling the floor area of the hospital.
The refresh also introduced a site-wide approach to wellness, recommending designing all new health buildings to Lifemark standard, to reduce hospital energy consumption by up to 30% per annum, and to Green Star 4 sustainability standards, in line with Australian hospital campuses. Significantly, as a result of this refresh, the business case for Tōtara Haumaru was approved with budget of $200-$250M.
In response to the Covid-19 pandemic, eight single-bed rooms in the ESC were converted for isolation use. Tōtara Haumaru was also specifically designed to improve infection control and pandemic preparedness.
