A long-term, people-centred approach to urban infrastructure

Jasmax has supported the Tāmaki Regeneration Company (TRC) for over a decade to deliver one of Aotearoa New Zealand’s most ambitious urban regeneration programmes spanning the suburbs of Glen Innes, Point England and Panmure, neighbouring Te Wai o Taiki (Tāmaki estuary). Tāmaki was developed from the 1930s to the 1960s, but by the early 2000s, it was clear that the area’s state housing needed urgent renewal. Through this programme, the population of Tāmaki is projected to triple from 20,000 to 60,000 by 2043. With expertise in masterplanning, urban design, architecture and landscape architecture, Jasmax has worked with TRC since its inception in 2012, providing comprehensive design and advisory services, including:

Supporting governance, guidance and development of delivery tools
Community, Mana Whenua and stakeholder engagement
Working with Auckland Council, Healthy Waters and TRC to prepare strategies for open space and stormwater
Masterplanning precincts, neighbourhoods and super lots, including the design of open spaces such as parks, stormwater management systems, roading and other infrastructure
Design and delivery of nearly 800 homes across the Fenchurch, Epping Evandale, Larsen and Torino neighbourhoods

Since 2023, TRC has independently developed sites in parcelled super lots, with infrastructure delivered alongside public and private partners. All housing currently under development is mixed tenure, combining social housing with a Shared Home Ownership (SHO) model, and designed to meet a Homestar 6 rating. TRC’s design standards ensure lower utility costs for owners and tenants, and durable materials to minimise maintenance.

The programme aims to achieve long-term outcomes in social transformation, economic development, placemaking, and the delivery of much-needed warm, dry housing to replace inadequate, low-density state homes. A 2022 – 23 report confirmed 100% of social housing tenants affected by redevelopment were rehoused in Tāmaki.

The flagship project - Fenchurch Neighbourhood Masterplan

The 12-hectare Fenchurch neighbourhood in Glen Innes includes 405 low-rise, medium-density homes across a mix of private, social and affordable housing. While early super lots were sold to private developers, the neighbourhood was guided by a minimum requirement for social and affordable housing and a blind tenure design, where private and state-owned homes are indistinguishable, to foster social cohesion. A flagship for the Tāmaki Regeneration Programme, Fenchurch established a quality benchmark for future development in Tāmaki.

Jasmax designed the overall masterplan for a neighbourhood of streets and green routes connected to the coast. The plan integrates a diverse mix of housing, retail and community facilities, anchored by Aveline Park which celebrates views towards Maungarei. Recognising the complexity of multi-staged delivery, the masterplan was intentionally designed to accommodate a range of delivery partners and stages over time, to enable successful delivery. Building on this framework, Jasmax’s integrated team, spanning urban design, architecture and landscape architecture, worked with development partners to design and deliver approximately 200 homes, as well as supporting streetscapes, laneways, Aveline Park itself and an early childhood centre. In parallel, Jasmax developed the 180-hectare Maybury Precinct Plan, extending from Fenchurch to the Glen Innes town centre.

Jasmax embedded Māori and Pasifika cultural planning standards into the delivery of homes. This required a deep understanding of the relationship between internal and external functional spaces, as well as cultural interpretation of spatial arrangements. The existing Fenchurch community played an important role in shaping the evolving neighbourhood, including informing the design of homes and reinforcing the need for open spaces, community amenities and safe and improved pedestrian connections.

Epping Evandale, Larsen and Torino neighbourhoods

Jasmax’s involvement in Tāmaki continues with four separate large-scale projects across the Epping Evandale, Larsen and Torino neighbourhoods. Spanning super lots from 0.5 to 38-hectares and planned to deliver almost 400 houses, these developments contribute to the ongoing transformation of Glen Innes and Panmure. For each neighbourhood, Jasmax has provided comprehensive masterplanning, architecture and landscape architecture services. Housing typologies include terraced homes, standalone dwellings and apartments designed specifically for kaumātua (elders), supporting diverse and multi-generational communities. The consultative model for community building continues with stakeholders including Mana Whenua, TRC, tenancy managers and resident representatives.

As part of the Epping Evandale neighbourhood, Jasmax contributed to the following:

Developed an innovative ‘3 over 1’ intergenerational terraced housing typology – three-bedroom homes positioned above accessible, ground-floor one-bedroom homes to support extended whānau living together.
Internal shared amenities for the apartment buildings to encourage resident interaction and support community and family events.
Ample covered storage for bicycles and mobility scooters.
Shared external common areas, including a BBQ space, hard and soft landscaping, and productive gardens.
Engagement with Mana Whenua representatives to develop site-specific narratives, resulting in design responses including integration of artwork, connection to the broader landscape and planting palettes.
Apartments suitable for aging in place, meeting Lifemark standards.

Streets that prioritise wellbeing and green spaces to regenerate nature

Liveability and the wellbeing of people and the environment are central to each neighbourhood’s design. Street layouts encourage social interaction, with many front yards designed for outdoor living. Rear carparking lanes reduce vehicle dominance and traffic, making streets safer and more inviting. All homes are located within easy walking distance of parks and green spaces, which have become informal gathering spaces and reinforce a strong sense of community. Native tree-lined streets and stormwater-sensitive landscape design help manage rainfall events, while also increasing the area’s capacity for future development, helping to futureproof Tāmaki against long-term growth pressures.
